Built assets include man-made structures such as buildings serving different functions, infrastructure work such as roads, bridges and tunnels and other physical structures such as monuments. Built Asset management is the process of managing the entire life cycle of physical assets from design, construction, commissioning, operation and maintenance, condition assessments and repairs, replacements and eventual disposal of the assets.

The environmental impact of upstream development and construction activities is well acknowledged in energy-related carbon emissions and in extracted materials, for downstream operation and maintenance attention has been focussed mainly on energy and water efficiency, despite the much wider ambit of sustainability. Environmental, Social, and Governance will need to be factored beyond tangible and non tangible returns in built asset investments.

Fragmentation in the built asset management industry and the predominance of smaller enterprises is a major challenge to achieving the United Nations Development Program (UNDP) on Sustainability Development Goals (SDG).

AMMA vision is to contribute to the UNDP’s Sustainable Cities and Communities and Partnerships SDGs as reflected in its mission of ‘Advancing Maintainability, Sustainability and Value Chain Integration’. It will be a platform and catalyst for local, regional and international Built Environment value-chain stakeholders, big and small to share, learn and promote best practices in asset life cycle management with a focus on integrated teams and solutions, standardization, process and technological innovations , and the often overlooked social element in sustainability

The constitution of AMMA reflects its vision and mission statement and aim to be a knowledge, skills and business integrator for all built environment vested parties in Singapore, the region and beyond.

  1. To uphold a standard of excellence in asset life cycle management and value chain integration
  2. To advance maintainability and sustainability in preserving and reducing embodied carbon through a cradle to cradle framework in asset maintenance and refurbishment
  3. To promote standardisation and best practices in asset condition assessment in furtherance of predictive maintenance and productive and cost effective asset exploitation.
  4. To put forward recommendations to the Authorities for approval of standards, codes of practice, specifications and quality control for asset management and maintenance.
  5. To accredit and maintain a list of persons or companies in the built environment value chain qualified to provide asset management and maintenance services, conduct post occupancy evaluation audits, functional and technical audits and performance audits of outsourced asset management and maintenance services.
  6. To undertake, promote, and encourage research and innovations in asset management, maintenance and refurbishment, procurement, enabling technology, digitization and data analytics and, decision support systems for asset exploitation and service delivery
  7. To facilitate national and international meetings for exchange of ideas and co-ordinate and disseminate information on subjects relating to asset management and maintenance.
  8. To provide training, conduct workshops, convene and host conferences and, publish papers, periodicals and books on asset management and maintenance.
  9. To award prizes and other forms of recognition to individuals and organisations for their outstanding performance and achievement in asset management and maintenance.
  • Dr Quah Lee Kiang

    Real Estate & Constuction Centre

    Dr Quah is the Director of Real Estate & Construction Centre and sister company the Real Estate & Construction Academy. She has extensive regional and international experience in Project, Asset and Facilities Management & Maintenance consultancy, research and academia.  She led the EU funded project BE4213 ‘Condition Assessment and Maintenance Strategies for Buildings and Building Components’ which among other things, sought to develop an objective building condition assessment system. This project formed part of the ongoing research over two decades culminating in Dutch Standard NEN 2767: Condition Assessment Built Environment.

    Her  professional and research affiliations include being Coordinator of the International Council for Research and Innovation in Building and Construction (CIB) Working Commission 70 on Facilities Management and Maintenance and past President of the Chartered Institute of Building Singapore Centre. She was also a member of the Royal Institution of Chartered Surveyors (RICS) Asia Board, Singapore Board and Asia Pacific Sustainability Board. Dr Quah was conferred an Honorary Fellow by Oxford Brookes University, UK for her work in real estate and construction education and the unusual impact her career has had on this particular academic field in Asia.

    Alfred Goh holds a BSc (Hons) in Building, a PG Certificate in International Arbitration and Certifications for Green Mark Facilities Managers and Managing Security Agencies within the Legal Framework. 

    Alfred joined Guthrie FMC Pte Ltd in 2014 as a Project Director. Guthrie FMC Pte Ltd is a subsidiary of Guthrie GTS Limited which was established in 1821. He subsequently assumed the post of Executive Director in 2016.  In his nine years as Executive Director, he increased the company sales turnover from S$22.7 mil to an average of S$46.0 mil between 2020 and 2023. During the Covid-19 Pandemic, the company was awarded the Certificate of Commendation by the President of the Republic of Singapore for exceptional efforts which had significant impact in Singapore’s fight against COVID-19. Mr. Goh currently serves as an Associate Director at Guthrie FMC Pte Ltd, having relinquished from his role as Executive Director within the same company in 2023.

    Prior to joining Guthrie FMC, he was managing his family logistic business ABC Marineland Services Pte Ltd and oversaw the digitalization of the company’s operation and financial processes in 2000. He also had an earlier career as a military officer in the Singapore Armed Forces, attaining the rank of Lieutenant Colonel and receiving multiple National Day Awards for his service.

    Adrian’s mission is to empower professionals and entrepreneurs to overcome financial setbacks and achieve long-term success through resilience and smart investment strategies.     Dennis Tan holds a Bachelor degree in Civil Engineering.  He is the Executive Chairman of the Futuris Group of Companies.  Dennis has 45 years of experience in the real estate and construction industry and has successfully constructed and developed a diverse range of real estate properties, including residential, commercial and industrial properties including landmark developments such as Trade Hub 21, Mountbatten Square and Midview City.

    He is President of the MCST Association of Singapore which AMMA has a MOU with. His community service include being Honorary President of the World Chen Clan Association, Vice President of the World Shunyi Association, and President of several other associations.  He was honored with the PBM award in 2016 and the BBM award in 2022.

  • Derek Loh

    Derek is the Executive Director, Property Management and Operations at 8M Real Estate Pte Ltd. He joined 8M in 2021 and handles day-to-day property management matters and also oversees business’s procurement and administrative functions. He rose through the ranks with a solutions-oriented approach, handling diverse projects across Singapore, Australia, and China.

    Derek excels at organisation and situation analysis, working effectively with teams of all sizes. He has a proven track record in managing teams, fostering collaboration, and ensuring projects run smoothly and efficiently. Before joining 8M, Derek’s career encompassed diverse roles in the real estate sector.  Derek initially worked in construction before moving into property management working in notable managing agent companies such as Knight Frank and JLL, before transitioning to represent REITs at Cache Property Management and Sabana Property Management.

    His commitment to continuous learning and training underpins his professional growth; he graduated from Herriot Watt University with a Bachelor of Science in Facilities Management well into his career.

  • Er Abhishek Murthy

    Er Murthy graduated with honours in Civil Engineering from National University of Singapore (NUS) and has a MSc in Geotechnical Engineering from NUS.  He is a registered Professional Engineer in Singapore.  As the Managing Director of CKMbT International Pte. Ltd, an established consultancy practice, he is responsible for overseeing infrastructure development, technology, and operations, developing and enhancing the company’s infrastructure, technological know-how and operational capabilities.

    He plays a central role in its bid to become the leading company in the South East Asia region. His area of expertise includes investigation, appraisal, strengthening & retrofitting and precast concrete design. Er Murthy has undertaken many projects both in Singapore and in the region. These include complex award-winning projects such as the 14-storey extension to Amara Hotel and Shopping Centre, and the preservation of Abdul Gafoor Mosque where a basement was created beneath the 150-year-old National Monument.

    Er. Murthy is also a member of the Singapore Institute of Arbitrators and American Society of Civil Engineers, and is a senior member of Institute of Engineers, Singapore.

The following Task Groups have been established to focus on areas of particular interest and development.

1. Preserving & Reducing Embodied Carbon

Asset management and maintenance plays a crucial role in preserving and reducing embodied carbon emissions. This task group focuses on strategies to minimize the carbon footprint associated with Asset management and maintenance and  includes efforts to preserve existing structures by re-purposing rather than demolishing, promote the use of low-carbon materials, optimize design for material efficiency, implement circular economy principles and utilizing digital tools for efficient asset tracking and maintenance.   The goal is to reduce lifecycle emissions and promote sustainable development in the built environment.

2. Asset Condition Assessment Standardisation

Condition Assessment Standardisation ensures assessments are comparable across different organizations and asset types, enabling better data-driven decision-making, risk management, and maintenance planning. This Task Group promotes Asset Condition Assessment after Dutch Standard NEN 2767: Condition Assessment Built Environment and CEN TS/17385: Method for condition assessment of immobile constructed assets which adopts a similar condition assessment protocol. Both standards provide a consistent and reliable framework for assessing the condition of infrastructure and built assets; the key focus areas include developing common metrics, methodologies, and reporting formats.

3. Education & Continuing Professional Development

Asset management and maintenance professionals should prioritize education and continuing professional development (CPD) to enhance skills and stay updated on industry best practices. This task group is dedicated to promoting and supporting the creation and dissemination of training programs, qualifications, and learning resources that align with evolving industry standards, sustainability goals, and emerging technologies. This will include courses, certifications, and resources focused on asset lifecycle management, maintenance engineering, and relevant technologies. Lifelong learning is emphasized to ensure the Asset Management and Maintenance workforce remains adaptable and up-to-date.
